MINUTES OF MEETING
JUNE 3, 2004
PRESENT: Chairman Tracy Scott, Joanna McIntosh, Mike Stamowlaros, Richard DeBold, Brad Towle, Stan Brehm, Tom Jameson and Secretary Andrea Deachman
Chairman Scott introduced the Board, and requested they review the minutes of May 6, 2004. The following changes were made to the May 6, 2004 minutes:
Second page under Discussion Mark Blasko Second line after variance place a period (.)and add “He” to the next sentence. Second paragraph second line after needed add “and”
Third page under Discussion Charlene Bennett, first paragraph first line after if add ‘a’ then remove the rest of the paragraph, second paragraph first line change foot to ‘feet’ the combine the two paragraphs together.
Motion was made to accept the minutes with changes.

Tim Bernier, Surveyor presented plans for the project and explained that the school would be moving from the house to the old shop on the adjoining lot. There will be no difference in the day to day operation it will just be in the other building the number of students will remain the same.

Mark Stevens, Surveyor presented plan for the lot line adjustment. Map 8 will be reduced to 18 acres and the other two lots will increase to just about 32 acres. There will be no change in the driveways. The Board suggested that the soils recorded by the soil scientist be on the plans for recording. Pages 2 & 3 will be required for recording.

Abutters present: None
This lot line adjustment is just to follow the lay of the land and use existing stone walls as the boundary lines. The smaller lot will remain at the 3.485 acres.
The Board was concerned with the wetlands on the larger lot. The Board was in agreement that the lot needs to have the wetlands delineated. A soil scientists stamp needs to be on the plan.

With no further discussion a motion was made to accept the lot line adjustment and allow Chairman Scott to sign the mylar and plans after soils have been delineated.

Brandon Giuda representing the Talbot’s requested clarification on wetlands and high intensity soil survey. The Board had asked that a high intensity soil survey be done on the property, which the Board tonight agrees was not necessary.
The Board was in agreement that soils need to be on the plan, the wetlands need to be delineated by a wetlands scientist or soil scientist

When Mr. Drew divided up his property he did not take into consideration frontage and at this time he would like to adjust the lot line of the last subdivision to give the remaining lot more frontage. Wetlands need to be delineated on the plan. Mr. Drew will contact the secretary when ready to continue.

The Board agreed that Mr. Cooney would only need to bring a mylar and paper plans tot he Board with the name change. There is no change of use for the property.
The Board requests that Mr. Cooney supply the Board with the mylar and plan within 30 days.

DISCUSSION: Barlow Homes/Joseph Wehrle property
Elderly housing
Map 1, Lot 5, Short Falls Road
The parties to this proposed development would like to do cluster type elderly housing. Each lot would be 1500 square feet. 20 2 bedroom housing units, septic will be shared wells will be individual.
We do not have cluster zoning in place, they would need to go to the BOA.
We would deny based on lot size, road frontage and acreage and also cluster housing not in zoning.
DISCUSSION: Joe Austin
Elderly Housing
Map 3, Lot 68B, Trap and Dover Road
Mr. Austin has received a variance for a driveway to his home on Dover Road. The Board will send a letter to the Board of Adjustment stating that this concept is in the spirit of zoning and would recommend that the ZBA grant a variance for the well in the wetlands.
Escrow account has been requested town engineer will be given the plans for review.
Design review will be set for July.
